The Certificate is most suitable for learners who need to develop a range of learning skills over a period of time, in order to progress either to further learning or to achieve their specific goals. The Certificate can be used in parallel with other sector or subject-specific qualifications where a learner needs additional input to develop the learning skills needed for progression.

This qualification is not intended to lead directly to employment, although for those learners who do progress into a job the skills covered will be of use in an employment context.

The qualification is designed for learners who are working primarily at Level 1, some of whom may have learning difficulties or disabilities, and who wish to have recognised the skills they are developing, through learning programmes that are focused on enabling them to reach their personal goals, whether they relate to further learning, employment or increased independence. No prior attainment is needed.
