Unique Learner Numbers (ULNs) 

A Unique Learner Number (ULN) is a 10digit identifier issued by the Learning Records Service (LRS). It helps ensure learner information is recorded accurately over time and supports the maintenance of a coherent, lifelong Personal Learning Record (PLR).  

Using a ULN also allows verified qualification achievements to be added securely to the PLR, giving learners a reliable, uptodate record of their learning.  

We encourage Centres to provide a ULN whenever they register learners with Gateway Qualifications, to support data accuracy and smooth processing. 

Why the ULN is helpful 

The ULN plays an important role in: 

  • identifying learners accurately 
  • keeping their achievement records consistent 
  • enabling qualifications to be uploaded to the PLR 
  • reducing duplicate or mismatched records 

Including the ULN at registration helps us maintain highquality learner data and support timely certification. 

How ULN issues can affect learners 

If ULN information is incorrect or incomplete, it may: 

  • delay registration processing 
  • prevent a ULN from validating 
  • affect certification timelines 
  • prevent achievements being added to the PLR 

Taking care at the registration stage helps avoid these issues. 

Centre Responsibilities 

To support accurate registration and validation, we askCentres to follow good practice when using ULNs. 

Obtaining and validating the ULN 

Centres are encouraged to obtain the learner’s ULN from the LRS and check that key personal details match the LRS record before submitting a registration. 
Accurate information helps avoid delays, as mismatches can prevent the ULN from validating and affect the recording of achievements.  

Using the correct registration form 

Registrations should be submitted using the Gateway Qualifications template registration form, so that information is received in a consistent format. 

Selecting units 

Where qualifications contain optional units, we ask centres to indicate which units they intend to deliver at the point of registration.
Unit selections can still be updated up until the cohort end date if plans change. 

Submitting registrations on time 

We encourage timely submission so that learners are fully registered from the start of their programme.
Late registration fees may apply in line with published guidance.
